徐夕（李連傑）本是神秘殺手組織701部隊裏的一名冷血殺手，因為不想再做殺人工具，他逃離了該組織來到香港化身為一名普通的圖書館理員，因此結識警察石SIR並與之成為好友，不想701部隊為追殺黑幫頭目突然現身香港，一時石SIR及警方均束手無策，見好友處於危難中，徐夕挺身而出化 為黑俠。
黑俠讓701部隊的首腦熊菊（龍剛）大為震怒，遂派徐夕舊情人若蘭規勸黑俠歸順，被徐夕斷然拒絕，結果令圖書館除Tracy（莫文蔚）之外的諸同事皆喪命。為保護Tracy，徐夕再做黑俠采用強硬態度要帶她走，遭不知黑俠就是其意中人徐夕的Tracy的拒絕。後在與熊菊一幹人等對抗的過程中，徐夕漸從Tracy身上尋到自己想要的情感。
